Global Webinar: Building Safety Regulation in a Changing World – Global Lessons for Reform

On Monday, 14 September 2026, the Chartered Institute of Building (CIOB), in collaboration with the International Building Quality Centre (IBQC), will present the complimentary online webinar “Building Safety Regulation in a Changing World: Global Lessons for Reform.” The event will be held from 12.00 pm to 2.00 pm (UK time) and is free of charge for CIOB members, non-members and students.
Building safety has become one of the defining public policy issues confronting governments around the world. As jurisdictions continue to strengthen building legislation, improve regulatory oversight and enhance professional competency frameworks, international collaboration has become increasingly important in identifying best practice and promoting effective regulatory reform.
Reflecting that international focus, the webinar brings together three distinguished speakers whose work has influenced building safety, legislative reform and regulatory policy across multiple jurisdictions.
Dame Judith Hackitt DBE will discuss the lessons arising from the United Kingdom’s building safety reforms following the Grenfell Tower tragedy and the regulatory transformation that has followed.
Jayashree Srinivasan, Regulatory Specialist with the World Bank Group, will provide an update on the internationally significant Business Ready (B-READY) Programme, examining how governments are assessing and strengthening regulatory performance, including within the built environment.
Adjunct Professor Kim Lovegrove DLitt (Honoris Causa), MSE, RML, Chairman of the International Building Quality Centre, will present on the development of the IBQC International Model Building Act, an international legislative template developed to assist governments modernising building regulatory frameworks.
The discussion will be moderated by Dr Victoria Hills, Chief Executive of the Chartered Institute of Building, before concluding with a live interactive question-and-answer session.

The webinar examines building safety from three complementary international perspectives: the United Kingdom’s post-Grenfell regulatory reforms, the World Bank’s global assessment of regulatory performance through the B-READY Programme, and the development of the IBQC International Model Building Act. Collectively, these perspectives provide attendees with valuable insights into the future direction of building regulation, governance and public safety.
As the event is being delivered online, participation is not limited by the seating capacity of a traditional conference venue. It has the potential to attract a substantial international audience of regulators, government officials, building officials, lawyers, engineers, academics, construction professionals and policy makers from around the world.
